For Entrepreneurs Interested in Rural Alberta
The Rural Entrepreneur Stream is designed for foreign entrepreneurs who want to establish a business in a rural community (populations under 100,000). Alberta aims to encourage economic development in smaller towns through this program.
Eligibility Criteria:
- Minimum net worth: CAD 300,000.
- Minimum investment: CAD 100,000.
- Business ownership experience: At least three years as a business owner or four years as a senior manager.
- Business proposal: Must present a viable business plan.
- Community endorsement: Applicants must receive support from the local municipal government.
- Minimum language proficiency: CLB 4 (IELTS: Reading 3.5, Writing 4.0, Listening 4.5, Speaking 4.0).
Application Process:
- Research & Community Contact – Choose a participating rural community and discuss your business plan.
- Community Endorsement – Obtain a letter of support.
- Submit an Expression of Interest (EOI) – Alberta will rank your application based on a points-based system.
- Invitation to Apply – If selected, submit a business proposal.
- Establish Business & Apply for PR – Entrepreneurs must operate the business for at least one year before applying for permanent residency.
2. Graduate Entrepreneur Stream
For International Graduates in Alberta
The Graduate Entrepreneur Stream is tailored for international graduates from Alberta post-secondary institutions who want to start or run a business in the province.
Eligibility Criteria:
- Education: Must have completed a degree or diploma (minimum 2 years) from an Alberta post-secondary institution.
- Business ownership experience: At least 6 months of experience as a business owner or manager.
- Business plan: Must present a well-structured business proposal.
- Language proficiency: Minimum CLB 7 (IELTS: 6.0 in each skill).
- Work permit: Applicants must have a valid Post-Graduation Work Permit (PGWP).
- Business equity ownership: At least 34% of the business.
Application Process:
- Develop a Business Plan – Choose a viable business idea.
- Submit an Expression of Interest (EOI) – Alberta ranks applicants based on their business concept and qualifications.
- Interview & Business Establishment – Shortlisted candidates attend an interview.
- Nomination for PR – Once the business is operational for at least one year, applicants can apply for permanent residency.
3. Farm Stream
For Entrepreneurs Looking to Start or Buy a Farm
The Farm Stream targets entrepreneurs who wish to establish or purchase a farming business in Alberta.
Eligibility Criteria:
- Minimum investment: At least CAD 500,000 in primary agriculture.
- Net worth: CAD 500,000 or more.
- Farm management experience: Must demonstrate farm ownership or management experience.
- Business proposal: Must submit a detailed business plan.
- Endorsement: Must receive support from Alberta Agriculture and Irrigation.
Application Process:
- Submit a Business Plan – Work with Alberta’s agricultural department to refine your proposal.
- Application Assessment – The AAIP evaluates the plan and applicant’s experience.
- Business Establishment – Once approved, the entrepreneur can start or acquire a farm.
- Apply for Permanent Residency – After successfully managing the farm, applicants can apply for PR.
4. Foreign Graduate Entrepreneur Stream
For Foreign Graduates Outside Canada
The Foreign Graduate Entrepreneur Stream (FGES) helps international graduates from outside Canada start businesses in Alberta. It is managed in partnership with empowered business incubators.
Eligibility Criteria:
- Education: Must hold a degree from a recognized foreign university.
- Business ownership experience: At least 6 months as a business owner or manager.
- Investment: Minimum $100,000 for urban areas, $50,000 for regional areas.
- Net worth: CAD 300,000 minimum.
- Language proficiency: Minimum CLB 5 (IELTS: 5.0 in each skill).
- Business Incubator Endorsement: Must work with a designated incubator in Alberta.
Application Process:
- Develop a Business Plan – Work with an approved business incubator.
- Submit an Expression of Interest (EOI) – Get ranked in Alberta’s system.
- Receive Invitation to Apply – If selected, submit a business proposal.
- Start Business & Apply for PR – Entrepreneurs must operate their business for at least one year before applying for PR.
