Step 1: Determine If You Need an Educational Credential Assessment (ECA)

Most economic immigration programs require an ECA to validate the equivalency of foreign education to Canadian standards. The primary reasons for obtaining an ECA include:

  • Meeting eligibility requirements for Express Entry’s Federal Skilled Worker Program (FSWP) or certain PNPs.
  • Claiming Comprehensive Ranking System (CRS) points for education in the Express Entry pool.
  • Supporting job applications where Canadian employers require credential recognition.

Step 2: Choose a Designated ECA Organization

Immigration, Refugees and Citizenship Canada (IRCC) has authorized specific organizations to conduct ECAs. Applicants must select an organization based on their educational background and intended use. The designated organizations are:

  1. World Education Services (WES) – Commonly used for general academic assessments.
  2. Comparative Education Service (CES) – University of Toronto – Provides assessments for immigration and employment purposes.
  3. International Credential Assessment Service of Canada (ICAS) – Used for various immigration and employment needs.
  4. International Qualifications Assessment Service (IQAS) – Based in Alberta but used for national immigration purposes.
  5. International Credential Evaluation Service (ICES) – Based in British Columbia and recognized nationwide.
  6. Medical Council of Canada (MCC) – For medical professionals applying for licensure in Canada.
  7. Pharmacy Examining Board of Canada (PEBC) – For foreign-trained pharmacists.

Step 3: Gather Required Documents

Each ECA organization has specific document requirements. However, most require:

  • Copies of diplomas, degrees, or certificates.
  • Official transcripts sent directly from the educational institution.
  • Identity documents (passport, national ID, or other proof of identity).
  • Translations of documents (if applicable, by an authorized translator).

Step 4: Submit Your Application and Pay Fees

Once you have gathered the necessary documents, you can submit your application online through the chosen ECA provider’s website. Fees vary by organization. Additional costs may apply for document translations, courier services, or expedited processing.

Step 5: Wait for the Assessment Result

Processing times vary by organization and can take anywhere from a few weeks to several months. WES, for example, typically completes assessments in 30-35 business days once all required documents are received, while other organizations may take longer.

Step 6: Submit Your ECA Report to IRCC

Once the ECA is completed, the organization will provide an official report stating the Canadian equivalency of your education. This report should be included in your immigration application. For Express Entry applicants:

  • Enter the reference number of the ECA report in your online profile.
  • Ensure the assessment is valid (ECAs are typically valid for five years from the date of issue).

Step 7: Use the ECA for Employment (Optional)

An ECA can also be beneficial for employment in Canada. While some regulated professions require additional credential recognition or licensing, having an ECA can help employers understand the Canadian equivalency of your education.
