Are you considering moving to Alberta or already working in the province and hoping to obtain permanent residence?
The Alberta Advantage Immigration Program (AAIP) offers several provincial immigration pathways for foreign workers, international graduates, health-care professionals, entrepreneurs and experienced farmers.
Unlike some provincial nominee programs that focus heavily on specific occupations or Express Entry candidates, Alberta offers multiple pathways for people with different employment backgrounds and immigration circumstances.
However, choosing the right stream is important.
Some pathways require an Alberta job offer. Others require an active federal Express Entry profile. Certain pathways are designed for international graduates or entrepreneurs who want to establish a business.
In 2026, Alberta is also prioritizing candidates who can address the province’s labour-market needs, particularly in health care, technology, construction, manufacturing, aviation and agriculture.
Here is an overview of the main Alberta PR pathways currently available.
1. Alberta Opportunity Stream (AOS)
The Alberta Opportunity Stream is designed primarily for temporary foreign workers who are already living and working in Alberta.
It is particularly relevant to people who have established employment in the province and want to transition from temporary resident status to permanent residence.
Who may qualify?
Applicants generally need to:
- be working full-time in Alberta;
- hold a valid work permit based on an eligible work permit category;
- have a full-time job offer or employment contract from an eligible Alberta employer;
- work in an eligible occupation;
- meet the applicable work experience requirements;
- meet the education requirements;
- satisfy the language requirements; and
- meet the employer and job-offer requirements.
Does the Alberta Opportunity Stream require Express Entry?
No.
The Alberta Opportunity Stream is a non-Express Entry provincial pathway.
You do not need an active Express Entry profile to apply.
However, applicants must satisfy the stream’s specific requirements.
What about PGWP holders?
Certain international graduates who completed eligible programs at publicly funded Alberta post-secondary institutions may qualify.
However, PGWP holders must meet additional occupation, education and work experience requirements.
Not every graduate holding a PGWP is automatically eligible.
Who should consider this stream?
This pathway may be suitable for:
- temporary foreign workers already employed in Alberta;
- eligible Alberta international graduates;
- workers with an eligible LMIA-based work permit; and
- workers holding certain eligible LMIA-exempt work permits.
One important consideration: Alberta generally requires applicants to hold a valid work permit at the time of application and assessment. Maintained status or restoration status does not satisfy this particular requirement.
2. Alberta Express Entry Stream
The Alberta Express Entry Stream allows the province to select candidates from the federal Express Entry pool for provincial nomination.
Unlike the Alberta Opportunity Stream, this pathway requires an active federal Express Entry profile.
Basic eligibility requirements
Candidates generally need to:
- have an active Express Entry profile;
- qualify under at least one federal Express Entry program:
- Canadian Experience Class (CEC);
- Federal Skilled Worker Program (FSWP); or
- Federal Skilled Trades Program (FSTP);
- have a minimum federal CRS score of 300;
- have a primary occupation aligned with an eligible pathway or Alberta’s economic and labour-market priorities; and
- demonstrate an intention and ability to live and work permanently in Alberta.
Meeting these minimum requirements does not guarantee an invitation.
Alberta selects candidates according to its provincial priorities and the specific requirements of individual draws.
What are the main pathways under Alberta Express Entry?
Several targeted pathways operate within this stream.
A. Dedicated Health Care Pathway
This pathway is designed for eligible health-care professionals with qualifying Alberta job offers.
B. Accelerated Tech Pathway
This pathway targets eligible technology professionals working for, or holding qualifying job offers from, Alberta technology employers.
C. Law Enforcement Pathway
This pathway supports the recruitment of eligible international law-enforcement professionals through Alberta’s designated recruitment process.
D. Priority Sectors and other initiatives
Alberta also selects candidates whose occupations and employment circumstances align with provincial economic priorities.
In 2026, these priorities include construction, manufacturing, agriculture and aviation, as well as other sectors identified by the province.
Important: CRS 300 is only a minimum requirement
A federal CRS score of 300 makes a candidate potentially eligible for consideration under the Alberta Express Entry Stream, provided all other requirements are met.
It does not mean that Alberta will automatically invite everyone with CRS 300 or higher.
The province can apply additional selection factors depending on the draw.
3. Dedicated Health Care Pathway
Alberta operates a Dedicated Health Care Pathway for qualified health-care professionals who have eligible job offers from Alberta employers.
This pathway has two options:
- Express Entry;
- Non-Express Entry.
The correct option depends on whether the applicant qualifies for the Alberta Express Entry Stream.
Which health-care professionals are eligible?
The currently listed eligible professions include:
- Physicians;
- Registered Nurses (RNs);
- Licensed Practical Nurses (LPNs);
- Nurse Practitioners (NPs);
- Physician Assistants;
- Occupational Therapists;
- Physiotherapists;
- Clinical Social Workers; and
- Psychologists.
Applicants must provide verifiable evidence that they meet the applicable professional regulatory requirements to practise in Alberta.
Express Entry option
Candidates generally need:
- an eligible Alberta health-sector job offer;
- proof of meeting the applicable professional licensing or registration requirements;
- an active Express Entry profile;
- an eligible primary occupation;
- a minimum federal CRS score of 300; and
- eligibility under at least one federal Express Entry program.
Successful candidates receive an invitation to apply for provincial nomination.
After nomination, they proceed through the federal Express Entry permanent residence process.
Non-Express Entry option
Applicants who have an eligible Alberta health-care job offer but do not qualify for the Alberta Express Entry Stream may be able to use the non-Express Entry option.
This route uses the federal non-Express Entry Provincial Nominee Program process after provincial nomination.
Why is this pathway important in 2026?
Health care remains one of Alberta’s major immigration priorities.
The province has conducted separate health-care-focused selections and continues to allocate nomination spaces to the Dedicated Health Care Pathways.
For qualified health-care professionals, this may provide an alternative to relying exclusively on general Express Entry draws.
4. Accelerated Tech Pathway
Alberta’s Accelerated Tech Pathway operates under the Alberta Express Entry Stream.
It is designed to attract technology professionals who can contribute to Alberta’s technology industry.
Who may qualify?
Candidates generally need:
- an active federal Express Entry profile;
- eligibility under CEC, FSWP or FSTP;
- a minimum CRS score of 300;
- qualifying employment or a job offer from an eligible Alberta technology employer; and
- an occupation included on the pathway’s eligible occupation list.
The employer must also meet Alberta’s applicable industry requirements.
The applicant’s primary occupation in their Express Entry profile must match the qualifying Alberta employment or job offer.
Does working in IT automatically qualify you?
No.
Having a technology-related job title is not enough.
Applicants must verify:
- their actual job duties and NOC;
- whether the occupation is on the eligible list;
- whether the employer’s business activities meet the technology-industry requirements; and
- whether all other Express Entry and AAIP criteria are satisfied.
This pathway may be particularly attractive to technology professionals who have a competitive employment profile but do not receive an ITA through a federal draw.
5. Law Enforcement Pathway
Alberta also operates a targeted Law Enforcement Pathway under its Express Entry Stream.
This pathway is intended to help Alberta recruit qualified international law-enforcement professionals.
Unlike a general Express Entry selection, this pathway involves a specific recruitment and eligibility process.
The AAIP reviews information on international recruits identified through a member organization of the Alberta Association of Chiefs of Police.
Candidates must meet the applicable pathway requirements, including federal Express Entry eligibility and relevant employment or recruitment conditions.
This is not a general pathway for anyone who has previously worked in private security or a related occupation.
Applicants should review the specific law-enforcement requirements before considering this option.
6. Rural Renewal Stream
The Rural Renewal Stream is designed to help designated rural communities in Alberta attract and retain foreign workers.
It is particularly relevant to candidates who are willing to live and work outside major urban centres.
Unlike the Alberta Express Entry Stream, this pathway does not require an Express Entry profile.
However, obtaining a job offer alone is not enough.
How does the Rural Renewal Stream work?
The process generally involves two stages.
Stage 1: Community endorsement
A designated Alberta rural community recruits or supports eligible candidates to address local labour needs.
The selected candidate receives an Endorsement of Candidate Letter from the designated community.
Stage 2: AAIP selection
The candidate submits a Worker Expression of Interest (WEOI).
If selected by Alberta, the candidate receives an invitation to submit an AAIP application.
Basic eligibility requirements
Applicants generally need:
- a full-time job offer from an eligible Alberta employer in a designated community;
- a valid community endorsement letter;
- qualifying work experience;
- the required education;
- the applicable language test results; and
- an intention to live and work in the designated community.
The work experience requirement is generally 12 months of full-time experience in an eligible occupation within the 18 months before applying, subject to specific exceptions.
Can candidates apply from outside Canada?
Yes.
The Rural Renewal Stream can accept eligible candidates who are outside Canada.
However, foreign nationals already in Canada must meet the applicable work permit requirements.
Important changes effective January 1, 2026
Alberta introduced significant changes to the Rural Renewal Stream, including:
- endorsement allocation limits for designated communities;
- a one-year validity period for Endorsement of Candidate Letters;
- a TEER-based endorsement model; and
- a requirement for foreign nationals in Canada to hold a valid work permit at the relevant stages.
These changes make it important to confirm that the community endorsement is valid and that the candidate meets the current requirements.
7. Tourism and Hospitality Stream
The Tourism and Hospitality Stream is designed for eligible temporary foreign workers who are already working in Alberta’s tourism and hospitality industry.
It is a non-Express Entry pathway.
Who may qualify?
Candidates generally need:
- current full-time employment in Alberta’s tourism and hospitality sector;
- an eligible occupation;
- a qualifying job offer from an approved employer;
- an eligible work permit;
- the required work experience;
- the applicable language test results; and
- the required education.
The employer must meet Alberta’s approved tourism and hospitality employer requirements.
Which industries may be relevant?
This pathway can be relevant to eligible workers in areas such as:
- accommodation;
- food services;
- restaurants;
- tourism operations; and
- other qualifying hospitality businesses.
However, not every restaurant, hotel or tourism-related job automatically qualifies.
The employer, occupation and employment arrangements must satisfy the program’s specific requirements.
Candidates should also be aware that Alberta has a limited nomination allocation for this stream.
8. Entrepreneur Immigration Streams
Alberta also offers four entrepreneur pathways for individuals who intend to establish, purchase or operate businesses in the province.
These streams are different from the worker pathways.
They are designed for candidates with business experience, investment capacity or entrepreneurial qualifications.
A. Rural Entrepreneur Stream
This stream is intended for experienced entrepreneurs who want to establish a new business or purchase an existing business in a rural Alberta community.
Candidates generally need to demonstrate:
- business ownership or management experience;
- the financial ability to establish or purchase a business;
- a viable business proposal;
- an intention to settle in the rural community; and
- compliance with the stream’s investment, ownership and job-creation requirements.
Candidates must work with the relevant rural community and satisfy the applicable endorsement and business requirements.
B. Graduate Entrepreneur Stream
This stream is designed for international graduates from eligible Alberta post-secondary institutions who want to establish or purchase a business in Alberta.
Applicants generally need:
- at least two years of full-time education resulting in an eligible degree or diploma from an Alberta publicly funded post-secondary institution;
- a qualifying business proposal;
- at least 34% ownership of the proposed business; and
- compliance with the applicable language and business requirements.
Alberta assesses the business proposal and other factors before inviting candidates to submit a Business Application.
C. Farm Stream
The Farm Stream is designed for experienced farmers who intend to establish or purchase an agricultural business in Alberta.
Applicants generally need to demonstrate:
- farm management skills;
- relevant farming experience;
- sufficient financial resources;
- a viable farm business proposal; and
- an intention to operate the farm in Alberta.
This stream is intended for genuine agricultural business operators, not passive investors.
D. Foreign Graduate Entrepreneur Stream
This stream targets foreign graduates who completed post-secondary education outside Canada and want to establish an innovative start-up business in Alberta.
Applicants generally need:
- an eligible foreign educational credential;
- a business proposal demonstrating innovation and economic potential;
- support from a designated agency;
- the required ownership and business experience; and
- sufficient financial resources to establish the business.
The designated agency assesses the business proposal and may issue a letter of recommendation to eligible candidates.
This pathway may be suitable for international entrepreneurs with innovative business ideas and the capacity to establish a viable business in Alberta.
Which AAIP Streams Require Express Entry?
This is an important distinction for candidates planning their immigration strategy.
| AAIP Stream or Pathway | Express Entry Required? |
|---|---|
| Alberta Opportunity Stream | No |
| Alberta Express Entry Stream | Yes |
| Dedicated Health Care – Express Entry | Yes |
| Dedicated Health Care – Non-Express Entry | No |
| Accelerated Tech Pathway | Yes |
| Law Enforcement Pathway | Yes |
| Rural Renewal Stream | No |
| Tourism and Hospitality Stream | No |
| Rural Entrepreneur Stream | No |
| Graduate Entrepreneur Stream | No |
| Farm Stream | No |
| Foreign Graduate Entrepreneur Stream | No |
The Dedicated Health Care Pathway has both Express Entry and non-Express Entry options. The technology and law-enforcement pathways operate within Alberta’s Express Entry Stream.
How Does the AAIP Worker Expression of Interest System Work?
Since September 30, 2024, Alberta has used a Worker Expression of Interest system for its worker streams.
Candidates generally cannot simply submit a complete application whenever they believe they meet the eligibility requirements.
Instead, the process involves:
Step 1: Identify the appropriate worker stream
Determine whether you qualify for the Alberta Opportunity Stream, Alberta Express Entry Stream, Rural Renewal Stream or Tourism and Hospitality Stream.
Step 2: Submit a Worker Expression of Interest
Candidates declare their qualifications, employment details and other relevant information.
Step 3: Receive a Worker EOI score
Alberta scores and ranks eligible profiles using its Worker EOI points grid.
The maximum score is 100 points.
Step 4: Wait for an invitation
Alberta conducts selections based on factors including:
- Worker EOI score;
- labour-market needs;
- provincial economic priorities;
- targeted sectors and occupations;
- available nomination spaces; and
- application volumes.
Step 5: Submit the AAIP application
Only candidates who receive an invitation can proceed with the worker-stream application.
As of April 7, 2026, Alberta charges a $135 fee to submit a Worker EOI.
The EOI remains valid for 12 months. If it expires without selection, a new EOI and applicable fee are required to remain in the pool.
Which Sectors Is Alberta Prioritizing in 2026?
Alberta’s published 2026 priorities include:
Health care
The province continues to target qualified health-care professionals through dedicated pathways.
Technology
Technology professionals working for eligible Alberta employers may be considered through the Accelerated Tech Pathway.
Construction
Alberta is targeting occupations that support construction and infrastructure needs.
Manufacturing
Workers in eligible manufacturing occupations may align with provincial economic priorities.
Aviation
The province has conducted targeted aviation selections.
Agriculture
Agricultural occupations remain among Alberta’s stated priorities.
Rural communities
Alberta continues to use the Rural Renewal Stream to address labour shortages and support economic development outside major urban centres.
These are priority areas, not an exhaustive list of every occupation that may receive an invitation.
Alberta’s 2026 Nomination Allocation: How Many Spaces Remain?
According to Alberta’s October 21, 2026 processing update, the province had:
- 2026 nomination allocation: 6,603
- Nominations issued: 5,831
- Regular nomination spaces remaining: 772
- Applications to be processed: 856
The allocation is distributed across different streams and pathways.
For example, Alberta reported the following figures:
| Stream / Pathway | 2026 Allocation | Nominations Issued | Remaining |
|---|---|---|---|
| Alberta Opportunity Stream | 3,562 | 3,273 | 289 |
| Rural Renewal Stream | 1,057 | 813 | 244 |
| Tourism and Hospitality | 156 | 141 | 15 |
| Dedicated Health Care | 518 | 351 | 167 |
| Accelerated Tech Pathway | 619 | 558 | 61 |
| Law Enforcement Pathway | 12 | Fewer than 10 | Not applicable |
| Priority Sectors and other initiatives | 619 | 651 | Fewer than 10 |
These figures are subject to change. Alberta can redistribute nomination spaces between streams and pathways.
Additional spaces for physicians and Francophones
There is also an important federal initiative in 2026.
Up to 10,000 additional federal immigration spaces are available across provincial nominee programs for qualifying practice-ready physicians and Francophones.
For Alberta, qualifying nominations under this initiative do not count against its regular allocation of 6,603.
Alberta’s October 21 update reported:
- 50 physician nominations;
- 12 Francophone nominations.
For the Francophone initiative, candidates may work in any AAIP-eligible NOC but must demonstrate at least CLB/NCLC 5 in French across all four language abilities.
Importantly, this initiative does not create a new AAIP stream. Candidates must still qualify under an existing Alberta pathway.
Does an Alberta Nomination Guarantee Permanent Residence?
No.
An AAIP nomination is an important step, but it is not the final decision on permanent residence.
After receiving a provincial nomination, the candidate must submit a permanent residence application to IRCC.
The federal government remains responsible for assessing admissibility and making the final PR decision.
For candidates nominated through an Express Entry-aligned pathway, accepting the nomination generally adds 600 CRS points to the federal Express Entry profile.
For candidates nominated through a non-Express Entry pathway, the application proceeds through the federal non-Express Entry Provincial Nominee Program process.
The overall process is:
Worker EOI or entrepreneur selection
↓
AAIP invitation, where applicable
↓
Provincial application
↓
Alberta nomination
↓
Federal PR application
↓
IRCC assessment and final decision

Final Thoughts: Alberta Offers More Than One Route to Permanent Residence
Alberta’s immigration program provides several options for foreign workers and entrepreneurs.
However, the province’s selection strategy in 2026 is increasingly connected to its economic and labour-market priorities.
For workers, having an Alberta job offer or a competitive Worker EOI score may help, but neither guarantees an invitation.
For Express Entry candidates, a CRS score of 300 is only a minimum eligibility threshold under the Alberta Express Entry Stream—not a guaranteed selection score.
For rural candidates, a designated community endorsement is essential.
For entrepreneurs, a credible business proposal, financial capacity and ability to establish a viable business in Alberta are central considerations.
The most effective strategy is to identify the pathway that genuinely matches your circumstances rather than choosing a stream simply because it has recently conducted a draw.
Before submitting an application, verify the latest AAIP eligibility criteria, selection priorities, nomination allocation and application requirements.
