On December 19, 2025, IRCC announced that due to overwhelming demand and a massive backlog, it would not reopen the Home Care Worker pilots in March 2026.2

- The Future: While the government has hinted at a “redesigned” permanent caregiver pathway, no new intake is expected until at least 2027 or 2030 depending on the specific ministerial instructions.
2. Is there any way to apply for PR as a Caregiver in 2026?
Since the main federal pilots are closed, you must look at alternative “side doors.”
Option A: Provincial Nominee Programs (PNP)
Some provinces still have specific needs for healthcare and support workers.5 These are your best bet in 2026:
- Ontario (OINP) – In-Demand Skills Stream: This stream includes NOC 44101 (Home Support Workers). If you have a job offer in Ontario and the required experience, you may be able to bypass the federal pause.6
- British Columbia (BCPNP) – Healthcare Stream: BC often prioritizes healthcare assistants and support workers.7
- Saskatchewan (SINP): Periodically issues invitations for “Health Occupations.”
Option B: The “French” Advantage
If you speak French (CLB 4 or higher), you can leverage the Francophone Mobility pathways. While not a “Caregiver PR” program specifically, it allows you to get a work permit easily, gain Canadian experience, and then apply through Express Entry French-language draws, which have much lower point requirements.
3. What if you are already in Canada?
If you are currently working as a caregiver in Canada on a temporary permit:
- Maintain Status: Ensure you extend your work permit before it expires. Since the PR pilots are closed, you may need a Labour Market Impact Assessment (LMIA) from your employer to keep working legally.
- Keep Your Records: Even if you can’t apply for PR today, keep every single pay stub and reference letter. When the program eventually reopens (or a new one is launched), having 12–24 months of solid Canadian experience will put you at the front of the line.
