1) What was announced on May 4, 2026
The Government of Canada (via Immigration, Refugees and Citizenship Canada) introduced what is now called:
“In-Canada Workers Initiative” (TR → PR transition)
Key facts:
- Up to 33,000 workers will receive PR
- Timeline:
- ~20,000 in 2026
- Remaining in 2027
- 3,600 already approved early in 2026
- Focus: workers already living and working in Canada
2) Critical clarification
This is NOT like the 2021 TR-to-PR pathway.
👉 It does NOT allow new applicants to apply freely.
Instead:
- IRCC is selecting from existing PR applications
- These applications are being processed faster (accelerated)
In practical terms:
If you have not already applied under an eligible PR program, this initiative does not help you directly.
3) Who qualifies under this initiative
Based on the press release and official interpretation:
You must already:
- Be in Canada on a work permit
- Have already submitted a PR application
- Be applying through one of these programs:
- Provincial Nominee Program (PNP)
- Atlantic Immigration Program (AIP)
- Community immigration pilots
- Caregiver pilots
- Agri-Food Pilot
Additional prioritization factors
IRCC is focusing on workers who:
- Have lived in smaller or rural communities (≈2+ years)
- Are already contributing to the economy
- Have established roots in Canada
